The law is that if you don't have a valid carry permit, don't be walking around with a gun. Get caught and it's jail time not matter how law abiding you are.
Well, here in the City, if you get caught with a handgun and you don't have a permit, you will spend 3 years in the big house. If you don't believe me, look what happened to former New York Giants Wide Receiver Plaxico Burress.

Non-resident target shooters may enter or pass through New York State with handguns for the purposes of any NRA approved competition if the competitor has in his possession a copy of the match program, proof of entry and a pistol license from his state of residence.
